A reference build should be something people can actually use.

Every Foundry project starts as the working version of a system a framework describes. Some of them stop there, having done their job as evidence. Some turn out to be things people need whether or not the rule is ever written, and those we finish, ship, and keep running.

That is the second thing the institution does. A think tank that only publishes can say what a system should do; one that ships a product finds out what it actually does, to whom, and what breaks. The products page is that record.
